Fair Shares – A Discussion on Proportionate Universalism in Neighbourhoods

The aim of this event is to create a collaborative space for learning and discussion around the concept of proportionate universalism and how we can ensure equitable resource allocation at the neighbourhood level across Greater Manchester.

Each neighbourhood faces unique challenges and opportunities. This 90-minute workshop is a chance to share learning and explore how local partnerships are shaping and reshaping neighbourhood models with equity at their heart, by:

  1. Ensuring diverse representation in decision making
    • Example: Rochdale is using a sociocracy approach and has developed helpful tools – Rochdale Learning Event | FHFA Academy
  2. Understanding how the building blocks of health vary by community
    • Example: PCNs partnering with VCSE organisations to review and align community insight, VCSE data, and public service data
  3. Reviewing and adjusting resource allocation based on community needs and strengths
    • With transparency and openness to check and challenge

Ahead of the workshop:
We’d love your input to help shape the session. Please share your thoughts by replying to this email or via the - Microsoft Form

  • What questions do you want to explore? For example:
    • How are we communicating the concept of proportionate universalism? Is there a simpler term being used?
    • What governance, skills-mix, values and accountability structures support equitable resource allocation?
  • Do you have an example of where you’re applying Fair Shares/Proportionate Universalism?
Share the approach, and any challenges or lessons learned.
