Strategic Partnerships with the VCFSE – instability of sector and application of the agreed NHS GM Commissioning Principles

On 16^th July 2025, this report on the ongoing challenges faced by the VCFSE sector was presented to the Greater Manchester Integrated Care Board (GM ICB).

It sets out a direction of travel for supporting and collaborating with the VCFSE sector, recognising the sectors vital role in the city-region.

The report proposes a strategic response and outlines NHS GM's commitment through a set of Commissioning Principles to ensure the sustainability of the sector, including a commitment to Commissioning for Inclusion.
